Yes this sounds right. Management consultants who most thrive are those who create demand for management consultants. But the firm that hires those consultants must be getting something out of it too. They are producing value just not in the way the consultants claim.
I worked in management consulting briefly, and the job is mainly to suggest fairly obvious changes that the actual managers, being locked in the sclerotic system themselves, can’t propose, though they usually know the problems.
