The main limiting factor on Chinese behavior has always been the threat of unified enemies on its periphery. Xi/Chinese leaders have always known this and sought to keep enemies divided, even if it meant appeasement when weak. I think an invasion of Taiwan would be too alarming.

Japan and Korea being part of an alliance against China would scare them, but enough threatening behavior and who knows? What about Vietnam and the US? US is also building military partnerships with Thailand. Philippines US cooperation has a long history...

Then of course there's Australia and the US, but more troubling for China is the potential for India and US cooperation.

Basically, the US is a common thread amongst all these disparate elements who normally hate eachother (hatred stoked or otherwise facilitated by China when able). There's tremendous potential in that, bit a formal NATO like alliance would be too provocative.
