Also seems odd for the US to want this. They can already tax any multinational any amount if they want. Tax havens are no limitation if you can threaten to block them from the global dollar economy.

The political consequences of denying access to financial markets for those who chose not to pay American taxes on non American income would be immense. Not only would there be an exodus, and walloping at the polls, but nobody would play ball abroad.

Doesn't America already do unsusually agressive taxation of overseas individual citizens? And don't places like the EU already feel forced to play ball with the US when it forces eg Iran out of the global economy?
