Economically yes. Politically it’s so new that it isn’t as unpopular as the gas tax, so its expected social value may be higher. Of course, optimization subject to American political constraints is dismaying.

No this isn't true. A per distance tax could be different by vehicle type and by location (populated areas, congested roads) or even by time. It could be implemented cheaply on smart phones, make traffic run smoothly and roads safer.
