Somebody (Robert Kaplan?) pointed out that the modern US mostly skips the pre-war rallying phase most countries see, which we used to have (e.g. vs Spain). His theory is that the US basically hasn't chilled out since WWII, and like Rome we just swap in new enemies as needed.
