AIUI this is so products can be sold with the same packaging in Canada, where English-French labeling is required by law. Same reason all American products seem to carry that "known to the state of California to cause cancer" label regardless of where they're destined for sale.

I read a discussion once about the market segment with the most exclusionary rules having sole power to determine the form of products (in the context of kosher and halal labeling on processed foods, I think) and suspect that's what you are seeing here.
