B is moderately bad often, while A is usually tolerable but when it gets bad it is very, very bad.

Out of the histories I've read, the ones where in a sudden turn of events people realize in the harshest ways they can't actually trust their friends, neighbors, family are the most depressing. Changed my mind about the A vs B ranking

Abstract epistemological uncertainty aside, I think it's important to trust some people. My main thought was that I wouldn't want to live in a society where people have only external regulations on their behavior.

It requires a leap of faith, as do all things. (The gaps in our knowledge are essentially infinite). But, for all the bad, there are empirical instances where people could be trusted, even if you can't truly know them ex ante. Plus, I worry about the implications re: projection.
