I think there was a paper that argued some corruption could aid development. That's about all I know about it.
"Theft of honest services" is a form of corruption, by one legal argument, and should be prosecuted. But this mode of political repression has probably been the norm throughout most US history. We happen to be at a low ebb of it (Trump notwithstanding).
That said, since we do appear to be at a low ebb of corruption, or at least have political power to do something about corruption, I think it is good to knock it out as it is a precursor to the kind of corruption that allows subversion of the justice system.
