I don't think it would require a bizarre conspiracy theory. They are wary of Biden's health but also want to make him seem like he is engaging the media. So just fake some mics without raising alarm about the President's health or scope of the pandemic for optics. Not that crazy.
The two problems here: If you saw this and thought something was amiss, you are a crazy conspiracy theorist (false). If you saw the other angle and understood the illusion, you are a NWO thrall (also false).
"Huge conspiracy" is a bit of an overstatement. The video it originates from looks like some algo generated thing. Would explain why it looks so damn uncanny.
