I tend to think it's just a pervasive part of human nature, the entity doesn't necessarily matter. Corporate influence on society has been a common topic for quite awhile, but reigning it in was considered overreach until recently.

The milder but classic case is movie rating system. Everyone, industry regulators and public, knew it was "voluntary" in a "do this or we'll do it to you" sense. Not a substantive difference except there's no possibility of legal challenge
