the only explanation I can think of is in ten seconds reflection is that the administrators expected not to be held accountable for this sort of aggregate performance anyway so why even bother cooking the books

The school seriously misrepresented what was going on by advancing him to the next grade even after he failed. "His transcripts show he failed Spanish I and Algebra I but was promoted to Spanish II and Algebra II." Reasonable for the mom to think he was near graduating

They mostly do what you are saying, but there are cases where the student body is so incompetent that this happens
