Well this isn't just academia. Smart, talented hardworking people don't want to work for the government because.....duh.

Next time you see a smart etc person bewailing the state of government ask why they don't go into politics/public sector and watch them recoil in horror.

People complain about the "revolving door" between private corps and government agencies but there aren't that many very smart people who are willing to forego high salaries their whole career just to stand on purity in some way.

It's kind of funny that even academia seems mildly aware of this. We had an entire section in a legal studies class about how those paid to manage public utilities tend to be mediocre because government can't afford top-notch talent & the kind of work it needs isn't engaging.
