it seems to me that an ethical system that tells people which things are bad and tells them not to do those things is going to be far less effective than an ethical system that promotes the development of individuals into people who simply dont wish to do bad things

Following this line of thought, Eventually you will arrive at the question, I think, of whether the rules or the person come first (you don't have this question if the person is considered a black box and the rules an external imposition; goodness will be one or the other)

The brashness of mysticism is to posit that the rules and the person are actually indistinguishable and all that changes is manifestation. This is very much connected with the kabbalistic notion of tohu (which I've noticed is one of the trendier recently) or chaos

Basically and to simplify, what G-d ultimately desires is to Manifest Himself, to the fullest extent, even in a place of Other. But to do this, some balance between self (tohu) and rules (tikkun) must be reached.

He creates "self" before rules, even though self is unstable when it's not the Divine Self (each self falsely believes itself the Ultimate), and then builds the world of rules from the shattered pieces, so that when the rules are (over Time) made whole, they can hold His self

Or in simpler (too simple?) words, or reality is the integration of rules and self over time, with the unyielding transcendent infinitude of self (roughly, emotion) eventually able to manifest in the infinitesimally precise interlocking system of rules (intellect)
