my guess is that the northern bureaucrats care less about growth than control. they probably see the potential economic independence of southeast china as negative, compared to interdependence with, particularly, the north. still, seems shortsighted to me.

Hong Kong doesn't have the same big economic role it used to, so it doesn't impact the mainland in the same way if the crackdown severely affects the city.

The Pro-Beijing people were poised to lose control of the HK legislature, too. I guess not recognising the BN(O) makes prosecuting people and all that stuff more straightforward. People involved in the protests before the National Security Law came in have been getting arrested.
