But if they’re valuable, the market will pay for them. The “market” is just people exchanging money, goods services, etc for things they want - ie things they find valuable.

Believe it or not, people can band together to more efficiently incentivize and reward things they want done. They still have to want the outcome though. If nobody wants the outcome then its hard to coordinate the reward. if you want more history teachers then by all means...

i mean, one way to increase the supply of history professors would be for society to come together and collectively decide they should allocate higher salaries to history professors. which is more or less what OP is suggesting.
