any government that taxes adults at so high a rate that the poorest adult cannot pay taxes is taxing too much

On a percentage basis, perhaps. But I can’t think of a way to capitate when the high and low ends are 5-6 orders of magnitude apart. It would simultaneously disincentive work on the low end and give the rich taxes so low that heads would literally roll.

how would it disincentive work? one might expect it to encourage it if anything :D

There’s a section of society who are barely and/or marginally employed as it is. If their effective tax rate suddenly jumped from near zero to say 50%, they’d just stop.

Or what? Tax min wagers at 50% ($7.25k/yr). The median earner is now just over 10%, anyone over 150k is under 5%, and Zuck left a bigger tip this weekend (and has more $$ than USG). That’s a recipe for revolution if I’ve seen one, even without adding debtor’s prison to the mix.
