Sure; the difference is how frequently it's used. The filibuster being a very rarely used extreme option is one thing; not being able to do anything without 60 votes is a very different thing. Not that most of the issues the filibuster was traditionally used for were good either

yeah ultimately I would prefer a refund to earmarks and actual dealmaking rather than *gestures wildly at everything since like 1994* but barring that I'd prefer avoiding bills that profoundly piss of a large minority of the country, in either direction
