the modal case is a queer kid who ran away from home/foster home/whatever and is living on the street ideally youd get them to a better home but often that's what they're running from for such kids sex work is the best terrible option many potentially policy responses, all bad

Public policy is a poor tool for solving corner cases. Suggesting the cops are a larger threat to these kids than their abusers is a heavy lift.

in aggregate they are certainly a net negative. police are obliged to return runaways, but alternatively they may just abuse them. this isn't an issue about Cops are Bad, rather Cops Can Be Bad with Impunity

apart from this, aggressive antiprostitution enforcement against underage street kids makes it harder to engage in prostitution in relative safety, so kids either lose that option or risk greater violence it just sucks, every option is Bad
