I think it depends on actual policy. He could just be saying that outreach will be to these kinds of small businesses knowing that in the past they've had difficulty accessing gov't programs, without actually setting funds preferentially aside for them.
Yep. In practice, all it takes to prioritize them is to reach out to them and make sure they've had a chance to apply before loans start being released. Otherwise, you defacto prioritize bussinesses that already have a strong banking relationship, which are mostly white owned.
