Yeah, it seems there's usually two morals to each episode: 1. Hank wins some moral victory, which is in line with some form of right-of-center populism. 2. He learns some lessons of his own along the way, which shifts his own views a little leftward.

Replace “Hank” with whichever major character is the focus of that episode, and I agree with this. Judge has always seemed more purple than red or blue, to me at least.
