Both don't respect people as individuals and run the system inefficiently, so I'm going with the one whose ideology says they should at least provide basic benefits to the population

Communism. What rights does a serf have in the ideology of an absolute monarchy? In the early middle ages they were still debating if villeins were legally slaves or not. Whereas a communist government at least *claims* to draw legitimacy from serving the needs of the people...

But not to the same extent. A king/dictator is free to restrict his base of support to the smallest group capable of oppressing the rest (e.g, free men, ...) while claiming it's his divine right, whereas communist ideologies are likely to claim to serve the entirety of the people

Not saying totalitarianism communism is much fun, just that I'd choose it over a right wing dictatorship / monarchy.

I went with the monarchy just because the 'planned economy' is an inherent feature of the absolutist communism system that is likely to lead to mass deaths, whereas the absolutist monarch is not obliged to play silly buggers with distribution.
