I think part of it is that liberalization was popular when the Soviet Union was struggling, and is now less popular because China appears asendant.

Alternatively, center-lefties would argue that we got rid of policies we learned were bad in the late 20C. This caused problems, but these can be managed with different policies that might or might not work. I would believe this more if industrial policy wasn't making a comeback.
