Isn't this because then a bunch of plantations doing terrible agriculture that destroyed the soil could flip into being a bunch of plantations selling on slaves?

I'm pretty sure there was a calculus on this that increased the value of existing slaves and made large plantations more competitive. Not sure how that relates to the rest of the (caribbean) empire however. People don't realize that slaves were fantastically expensive by 1861.

During the Revolution, natives & Loyalists actually raided Patriot settlements & sold their captives as slaves to the Canadians Slavery in Canada wasnt outlawed until after the Rev (it was banned specifically to contrast w/ US), & it really pissed off the major landholders there

SC passed the law in question in 1760. When that law was disallowed by the overlords across the pond, SC tried again in 1764, this time with a punitive import tax instead of a ban.
