Hm. I can agree that blindly throwing $ won't fix the problem, but my opinion is that these bad processes are a result of knowing that the resources to handle case-by-case don't exist. So they make vague guidelines and push decisions into the wrong hands

there's no reason why most decisions can't be made by foster parents and approved by the social worker though, with referral to the courts only if there is a disagreement funding doesn't explain why going to the hospital needs court approval
