Foster care and public health are both chronically underfunded programs - also typically administratively wrecked by political opposition imo. Do you not imagine any path to how they might work better? If not, what's the alternative?

They have bitten off much more than they can chew. Because food is cheap, they would feel bad about letting children just die if their parents can't/won't take care of them; but raising children in a "dignified" (middle-class-appropriate) way is ridiculously expensive.

I especially love how the children who mature out of the system without being adopted are to a large extent left homeless. It's a great indicator of how many things parents provide. - Food -
