fraud is part of the electoral system and thats fine elections are designed by states with locally-chosen representatives who follow local norms about how much tomfoolery to allow in that communities elections that is, local fraud and disenfranchisement are robust federalism

the locally choosen representatives also just have the constitutional ability to fiat who gets the electors and maybe state laws saying they have to do it a certain way are just unconstitutional regardless of content
