only works in industry bc they have ~ 100x more causal data to work w their questions are "easier" and only about the systems they've created social science is much harder and going in the other direction: fx are homogeneous until proven otherwise (good 1st approximation)

i think this is exactly the issue, effects assumed homogenous because data terrible relative to industry calibre when i started working with private sector data the first thing that happened was I started to doubt all other results, I have seen this with other econometricians
