Yeah but like... in tons of domains we see that social/institutional/Nash equilibrium etc. dynamics prevent us from responding to ex risks even close to adequately... I don’t have a theory of what exactly prevented it here but it’d easy for me to believe they “tried” their best

I’ve been down this rabbit hole before, and I came to the conclusion that a non-trivial portion of the population either don’t know what an existential threats is, other than a buzzword, or they have a fundamentally different understanding of how to address one.
