NYC is super-weird. Everything's intact and arguably improved *between* Fidi and ~30th street, but both Fidi and Midtown have collapsed.
Oh, and the street dining thing has been amazing in the Outer Boroughs. I love it, and am so happy they're keeping it.
i think a major factor is now, and will increasingly be, certain cities acting as distillators of those who can tolerate it the "pragmatic majority" that could tidy things up is ever-less-tied to these expensive, service-economy urban areas
it's why i think that the next Seattle city council will be even more fanatical than this one - because the people inclined to stick around are Fine With This Mr. Voice, he runs at a very good pace, but old Mr. Exit is winning the race
