Speaking from a similar concern in Japan about word processors when I was there, this is exactly it. And speaking personally, it's much easier to identify (where things are also usually contextualized) than to produce.

Yes, writing by hand is harder than reading. Languages with regular orthography like Spanish don't really have this problem. English spelling's a bit tricky while Chinese & Japanese are fiendish. Japanese written in Roman letters can be confusing for the reader due to homophones.

Yes, this. They know the Romanized phonetic version, but forget how to write the character. The Wubi episode of Radiolab actually talks about why Chinese leadership pushed Pinyin over Wubi: because it tended to standardize pronunciation.
