Is there no alternative to parking a carrier group somewhere? Surely detonating a dummy warhead in their airspace every day would have a similar effect for less money? or is there something about psychology that gives that a different flavor?

It's definitely cheaper to have a land-based airfield but you can't move those at will to a mile off a country's coast
