possible framing: - I don't think you build a navy this large unless you have plans to use it - and there is no use for a navy this large that is not some combination of maintaining globally projected hegemony or fighting the US Navy

semi-alternative framing: they don't wish to fight the US, but they do wish to look like the US, and to do that one must have a blue water navy not strategy, but branding; dress for the job you want

i don't know that this is true, but it fits the overall *vibe* of the ships they build, which (to me) have undergone a striking switch from soviet inspired to very obviously USN inspired designs over the past two decades
