my theory is that they want to turn Africa into their manufacturing center (the way the USA did with China) and they want to be able to maintain shipping routes in defiance of UN resolutions about human rights and environmental damage

I think “protect resource imports from Africa” is a strong base theory - whatever the particular scenarios they envision. You can always come up with demand from somewhere, but you can’t do that with supply.
