Even if one believes that 1st-best involves less bureaucratic power, one could say that in our 2nd-best world, we might want, as you suggest, constrained competence/continuity in some areas, but that in a number of areas we would be better served *at the margin* with more.

On the one hand, you don't want a Hoover or Sir Humphrey Appleby situation, but on the other, if you are going to pay for these complex organizations, maybe make them capable of actually providing some value? Maybe it carries too much risk, but the US seems out of whack on this.

I think there's a possibility for it and heavily based on non-hierarchical power structures and completely different incentives. Maybe can't approach it as a traditional company, instead community based.
