For a beginner who is moderately handy with tools, I say build up the lower receiver with a parts kit, then bolt on a near-complete upper (by which I mean basics put together, plus bolt carrier group and charging handle, minus light/sights/optics/control accessories).
-
There are tons of YT vids outlining the process (and you have many people you could ask for advice on process and purchasing, including myself). Building up the lower is *maybe* 45-60 min for a careful beginner, 30-45 min for someone experienced.

I used the following for one I built a few years ago. https://thearmsguide.com/3277/how-to-build-an-ar-15-lower-receiver-tools-and-components … Detailed guide. Goes through tools and parts for lowers then uppers.
