maybe thinking that a state thats not built around families must be fundamentally opposed to them stronger ties than law can dictate, unregulated, highly variegated v inconvenient a smart state would facilitate families as a source of strength most states are not smart

idea: suppose states tend to be totalizing by nature then you might expect their chiefest enemies to be religion, families, and firms or guilds: the greatest historical bastions of nonpolitical power
