Might be a consequence of California's unusually uniform climate. The load just never varies much, until rare events like this. A state with more variable climate will have to build for more variable demand.

Typically if you want to avoid rolling blackouts on peak events you will have to have some sort of capacity market to ensure there is generation available when the need arises. This increases the cost across the board for everyone at all times

Obviously, part of it is political will. The other part is that it is not entirely trivial to implement administratively. The only one that has implement this in the US afaik is PJM, which covers 13 states.

His explanation is consistent w my understanding. CA is a state with spiky demand (weather), politically driven constraints on generation, and long distances from outside suppliers. It's an outlier; where have you lived other than WA?
