Unlikely. Earth surveillance imaging systems are a different and much easier game, even at Future James Bond levels.

They did offer NASA a couple of their defunct scopes after hubble went sideways, didn't they? Assume those were intended for outward imaging (??)

Wasn’t aware of that, but doubt they were more powerful than Hubble. I mean sure you can cross-use but bleeding edge astronomy instruments are like thoroughbred temperamental horses. Anything that looks through atmosphere is atmosphere limited and not worth refining past a point.
