this sounds right but implementation of the second half is very tricky. (I don't like 'symbols' as a notion because they inherent imply a divide between the symbol and the symbolized.) Societal cohesion around a nice flag doesn't help. Around words in a document doesn't help.

these things don't help because they are not what they're meant to mean, to some extent they're only symbolic, and over time our (now, LESS substantive variation) has already torn away at them.

"Race" is a good one and almost universally works, the US used to get by well on "America" but that seems to work less well lately :(
