implicit in the first choice is the questioner giving the questioned the opportunity to gracefully not fucking talk about whatever the questioner wants to talk about and thats beautiful in the example given they are being extremely rude by not taking the hint, of course

if you want to drag an answer out of someone regardless of whether they want to answer or not by all means use vertical questions, sometimes this is appropriate, like if they show up with a couple of black eyes they got from falling down some stairs
