Who benefits most from a confrontation now? Trump maybe given election? But economic cost could be high; willing to gamble collapse for nationalist sentiment? Maybe he's behind/panicking, risk is a rational gamble?

Expelling diplomats would probably be a stronger move for Washington internationally than China, is my guess Seems like a worried ally might view this as a credible signal of opposition to China Maybe EU/UK see it as bellicose but they've been rumbling about China lately too
