I checked and it's not deformed on google earth. You can get strange height waves by putting on 3d, but doesn't quite look like this. I think it is fake.

I have no idea about the dam but that is clearly an artifact from stitching aerial photos together. Look at the line dividing the two water colors. Google has 2020 images without the artifact https://goo.gl/maps/BgRDtmnKYPfEmzko6 …
