i know epsilon about blockchain and nothing about databases but it also sounds to me like they want a centralized database of some sort, very unclear to me why you’d want a blockchain for the stated purposes. wonder if it’s more about intimidating the west or attracting talent

my guess is probably they want to crack down on graft mostly or pure fluff hard to say this seems likely to be a much harder problem than they anticipate even organizing these data would be a nightmare, even without adversaries

The prominence of the word blockchain the nature of the document suggests to me that it's use is like 90% because it's a buzzword, even if it turns out to be a good idea.

agreed they want centralized data, on a timely fashion, with good data cleaning and some immutability so that local gov't can't edit things blockchain is just a buzzy word. Maybe this is to scare the local gov officials? Maybe this is to lock up tech talent from BAT?
