I think there have been articles on that although I'm too lazy to look for them at the moment. I think this was higher level though as I suspect employees at that level have a way more stripped down set of abilities.

I 99.9% guarantee that this is a follow-the-sun thing. The 0.2% is the question about whether you want some guy in the Philippines with access to Obama's account. The -0.1% is whether or not they've built out that tooling yet.

Most moderation (twit, FB etc) done in the Philippines. You'd imagine they might have a US office for "sensitive clients", but I'd put money against it. There is a documentary about Facebook moderators in the Philippines called The Cleaners that is super good. Presumably Twitter is similar (but I believe they have a much smaller workforce than other social media)
