what matters (if anything) about the open letter is that people who are prominent are signalling a break with another faction, publicly; and specifically people who might be expected to be hostile to the Real Outgroup its a flag in the ground for a media faction

analogy: if half the College of the Cardinals signs an open letter regarding Donatism, that matters in the Church getting further signatures from Bob the Anglican in London and from Ayatollah Khamenei? This would confuse the issue at best

Open letter reminds me of "international law" which on the one hand is useless, if judging it like national law, but on the other is real on the sense of being on the record for a certain position within a consensus reality

Same thing with certain types of votes in congress. It's not about passing anything, so in that sense it's useless. But now we know where every stands as an indelible record, which is very useful. The vote is justified as an end unto itself. We vote to see how we vote.
