I'm suspecting that training is less the issue than incentives (I think most training is possibly fake) but of course I would say that my hunch is that although there are insane abuses by police, there are also a bunch of constraints on how police departments can be structured,

Training and incentives are far smaller issues than the racial demographics. There's not a police system that can correct 13/53 or other aspects of low trust society.
