and these are not immediately visible to the public. Eg, if police are punished for using force injustly and there's not a bright line between just and unjust as you said, I would expect police will respond by simply not responding to calls that might call for force to be used.

And then people will be mad at police and politicians and then what? Maybe you could compensate them more to get them to take such risks but then of course you see people wanting to defund the police and states and cities are already going to get hammered by pensions

Training and incentives are far smaller issues than the racial demographics. There's not a police system that can correct 13/53 or other aspects of low trust society.
