why is meter so often ignored in early (ie elementary/middle school) poetry theory? is it just harder to get? i admit i am somewhat inferring this because most people who write really bad poetry simply ignore meter while clinging tight to rhyme

It was less theory and more "memorize and publicly recite this 40+ line poem, you'll do this until there are no mistakes and *there's feeling behind it*, or the school year ends". So meter is something you have to get – it compresses even more data than rhyme.
