why is meter so often ignored in early (ie elementary/middle school) poetry theory? is it just harder to get? i admit i am somewhat inferring this because most people who write really bad poetry simply ignore meter while clinging tight to rhyme

Because English teachers are mostly pooled from girls who liked reading novels and Walt Whitman bullshit who got a degree in English b/c they can BS a paper and need a job that is super predicable and accommodates having kids and nobody ever made them read Pope, let alone Vergil

Omg I spent like a month of my life on the Rape of the Lock and the Dunciad. Less time on the Aeneid but a whole semester on the 1st book of the Iliad, but that’s because we also had to translate it.
