why is meter so often ignored in early (ie elementary/middle school) poetry theory? is it just harder to get? i admit i am somewhat inferring this because most people who write really bad poetry simply ignore meter while clinging tight to rhyme

It's because most teachers are midwits and don't really understand it themselves and yes, because "free" and "blank" verse were in vogue.

Blank verse is (almost always) in iambic pentameter.
